Windows XP Home Wont Boot

I have looked at the other posts and some are similar to mine but here we go.
This computer is a Dell 4700 Dimersion with a dvd rom drive as a slave and a cd-rw as a master also the hard drive is a WD 80gig. What led to this is well a little unknown. Ahem someone was viewing maybe some porn sites and stuff and the computer would pop up porn images all on its own from time to time but i think the problem started at just a normal boot up.
Anyway the computer starts up with a we are sooy message and leds to a series of options which include safe mode, command prompt with safe mode support , safe mode with network support , and then Last Known Good Configuration. As you can guess any opyion sends me to the BLUE SCREEN.
I have gone into the utilites setup and can not see anything wrong. I was wondering if it may be a jumper setting but this Hard drive was factory installed. I also think that if i try to repair from windows boot cd but my cd-rom drive doent seem to be working.

You need to check that your computer is booting from your disk drive first. To do this, tap the Esc key while booting your computer. This should open your Bios. Now navigate along to the boot sequence and set your computer to boot from your CD/Drive 1st.
Insert your XP disk and reboot. Your computer should then boot from the disk.
