A couple of annoying things...

Due to some annoying network problems, I ended up reformatting my computer and reinstalling Windows today. So far, all's gone well, though I've run into two rather annoying problems:
  • One, is that icons on the desktop don't have a transparent background, despite the fact that my desktop is not locked, and icons are set to use drop shadows. I've played around with the options and can't get it working (though it does display properly on a second user account).
  • Two, is that when using the non-Classic Start Menu, hovering over "All Programs" and such won't cause them to extend; only clicking on them gets them to do open (not life-threatening, but I'm used not not having to do this). I have the menu set to open submenus when paused on them with the mouse, and toggling this on and off gives no effect.
So in otherwords, nothing major, but I'd like to get these sorted out, without having to go and make another user account. Any help will be very appreciated.

For the 1st problem:
Right click My Computer > Properties > Advanced > Under Performance click Settings > Select "Adjust for best appearance" > Apply.

Sorry, forgot to mention that I've already tried that as well, and it didn't work.

this usually happens on older intel chipsets, update the chipset inf,video driver, and the application accelerator then follow tool's advice. may need to check your bios settings also, some of the video options may have been disabled durring the install.

I updated the chipset drivers and installed the Application Accelerator, but still nothing. Video options under BIOS also seem fine to me. I think I'll probably just go and make another user account, because I thought the fix to this would be a little quicker and easier. :P
