Post Windows XP security settings problem

hi i have a problem with windows xp security policy. when i try to open system restore it says that i do not have enough system privildges and when i got to system properties system restore is not there . When i log as an administrative system restore works fine. Anyone knows what settings i should change. please helpppppppppppppppppppppppppppppppppp

Log on to the Windows-based computer using an account with administrator rights.
Click Start, and then click Control Panel.
Double-click Administrative Tools, and then double-click Computer Management.
Double-click Local Users and Groups, and then click the Groups folder.
Add your self to the Andmin. group.
First you must have a name in USER folder

Now when you loggin with the name you choose you will have
Admin. priviledges.

when i went to users there was the default user and when i went to groups there was the default user that i want to use and is causing me problmes

Login as admin. again CTRL Alt Del
Go to control panel, User Accounts
CHANGE ACCOUNT
CREATE A NEW ACCOUNT
your name if you wish---- If you have a name created already double click on it then go to CHANGE MY ACCOUNT TYPE......Tick COMPUTER ADMIN.
log off again to take affect and login as that user
You should have Admin rights.

i tried that but when i go to the user's account type admisntative tick is checked
