How do you get around it with a Windows 98 boot disk?

The files Xp needs for an upgrade are probably only the ones found on the boot disk.
When a program is only an upgrade, it is trying to establish that you are at least running some version of them same program, all xp needs to see are same files..usually only command.com.... fdisk... and other basic system files to confirm that you have an old copy.. so when xp askes for 98 or other ms os disk then "browse" to your floppy.
All the files that your pc needs to run Xp are their, its just a security issue.
