Change file opening option will not work

Suddenly when I use Control Panel/folder options/file type and use the change button to select a different program to open the selected file extension and then Browse to pick the new one, I can select the new program but it will not appear in the file type window and leaves the old selection as it was. How can I get this to work?

Are you checking the box at the bottom of the file list window to tell it "Always use the selected program to open this type of file"?
