problem installing a software program using xp

Hi, a 16 bit Windows Subsystem box pops ups. Stating C:\WINDOWS|SYSTEM32\AUTOEXEC.NT. The system file is not suitable for running MS-DOS and Microsoft Windows aplications. Chose close to terminatethe application. Is there something I can do to solve this. The software I'm tring to install is Claris Home Page 3 by File Maker. I use it to create my web pages, so it's important I find a way to solve this. It did work in Win98 SE.
