Deleting from the Recycle Bin

To the MoreKnowledgeable out there...

Experience with Win/XP-Pro has taught me that ...

.. if I empty the recycle bin via the icon on my Desktop,
then Windows will empty ALL of the Recycle binS on ALL of my hard drive partitionS.
.. if I empty the recycle bin via the folder on any ONE of my hard drive partitions,
then Windows will STILL empty ALL of the Recycle binS on ALL of my hard drive partitionS.
.. if I run a program which attempts to store a LOT of data on a partition which fills
all of the available space,
then Windows will give me a dialog asking if it should empty the Recycle bin on THAT partition,
and if I respond that it should empty it,
then Windows will empty ONLY the Recycle bin on THAT partition.

Q1.- Do my experiences seem to reasonably those of the rest of the community?

Q2.- Does anyone know of any reasonable way to empty the Recycle bin on just ONE partition?
