Your right to think it's a driver issue, since that is what Device Manager is telling you with the question-marks or exclamation marks. The former means the driver is missing so Windows doesn't know what the device is, and the latter means there is a driver installed for that device but it's the wrong one.
If Device Manager simply says "Video Controller (VGA Compatible" then the driver is not installed. If it was, it would show the make and model of the video controller, not simply "video controller". Go back to the Acer website and download the video driver but this time make sure you follow any instructions they supply regarding installation.
The "CIF Single Chip" item refers to a web camera driver, so unless you actually have a web camera installed you can just ignore it. It may simply be the remnants of some old webcam sofware that wasn't fully removed. If you do need it, there is a link to the driver here, though I can't guarantee it's the correct one for your exact model so no promises. If it doesn't work just remove it.
