windows explorer problems

Please bear with me its late and i'm tired, so if this doesnt make any sence just let me know. I recently just started having a problem with windows explorer and other windows icons. When i click on the my computor icon, search icon, internet explorer icon, ect. The hour-glass shows up then disappears and then nothing else happens. They show up on program manager along with dr. watson but still never does anything. when you run the computor in safe mode everything works fine. i have run several anti-virus and spyware removal programs with no prevail. any help would be greatly appreciated. thanks

i wish i could. Internet explorer wont work (i'm currenly using a different computer) and i cannot access the net in safe mode, i guess cause i have cable internet?
