Making an Admin account, or making any account in general?

I had to Reformat from a disk due to a file corruption. Now after that, I need to make another User account to get into my computer. But theres no way to get in there! Any know whats up? I have XP Home edition. I have a 256 and a 512 ram in. I have a GeForce 5700le video card. Its a Powerspec brand.

Why do you need to make a new account to get on to your computer RufusHayes?. We need more detail . What happens when you turn your pc on and at what stage are you stopped from accessing your PC?.
Do you receive any messages?. If you do, we need to know EXACTLY what they say.

You know when you start up the computer, you get to the Blue screen,, and you pick a user to log on as? At that screen, theres no user at all to click on to get in my computer. No message pops up. Otherwise, it starts up normally.
