Microsoft Visual C++ Runtime library, A BIG ANNOYING ERROR

due to these errors that keep popp'n up, i'm unable to access most of my computer goods. whenever i click on somethin, this dialog box pops up and says "C:Windows\explorer.exe: Buffer Overrun"-----"A Buffer Overrun has been detected which has corrupted the program's internal state. this program cannot safetly continue execution and must now be terminated". this usually happens everytime i click on an item linked to a program. I've reinstalled Windows Clean 5 times already, switched out memory sticks to see if thet were defective, and nothin. I jus upgraded ma computer so now i have,

a P4VP-mx p4v533-mx motherboard(new)revious board:defective HP one.
Celeron 1.7 gig
512 megs DDR Memory
ATI Radeon 9200 128 meg AGP card

Windows XP+SP2+Blackice(firewall for EXTRA protection)
Norton Antivirus Corporate Edition(updated)

i dont know what is go'n on, seriously, this computer has been playing me a lot lately.... please help

if you have re-installed yor OS and still get the exact same problem then its most likely a hardware issue. make sure everything is seated firmly in place and that all jumpers on your motherboard are in the right position. also make sure all setting in your BIOS are correct. if this is a hardware problem then id suspect it do be memory or hard drive related. when you re-installed your OS did you fully reformat the disk each time?

Buffer overrun detected

I received the same message on my computer after downloading the ARES P2P software. I deleted it and restarted my computer no problem. Then I downloaded it again and voila same damn problem!! I'm guessing it's not a hardware problem? Any suggestions!
