Explorer.exe Causing Spiky Cpu Usage

Hey there, Im new to this forum. You guys have a whole lot of smart people and information here. i've tried diagnosting this problem 2 days now and i still haven't fixed it yet. Problem is, taskmanager is showing that explorer.exe is causing the cpu usage to jump even at idle. in 10 seconds or so, it jumps from 0 - 60% or so.
i have:
removed the registry key in case i have a corrupted .avi file
removed the indexing service
removed the remote desktop sharing service

after fumbling around and messing with stuff, i realized that explorer.exe only spikes up to 60% when im connected to my router. if i pull out the cat5 cable, the system runs normally. i've updated the firmware for my router. usually i would scroll through forums and find my answer there but i cant seem to find this one... if anyone can provide any type of help, i would greatly appreciate it.

also... memory problem

the explorer's memory usage also grows gradually... it starts out at about 20,000 and grows to 250,000 in about four hours. also i cant open up the taskbar and start menu properties. it will open and close itself automaticlly at the blink of an eye... cant even see the whole window... if that helps out... any help is greatly appreciated.. thank you

Windupdates is not windows update as you might expect. It is named thus to trick you. This is what it really is:
