I have the only windows xp computer in the building. Some of the computers in the building do their back ups to my removable hard drive. Question... how do I apply a password in XP so that 98 users will be able to access certain directorys?

You need to give access to that drive. If over a network $share the drive or folder and then give read/write access per user/group. If you have DHCP server installed you can do this. If not just do it as a local group.
