CD-ROM will not refresh when CD is changed

I did try to search for my problem and found a similar post but no one had ever answered it.

I did a format and re-install this morning and my old problem of the CD-ROM not refreshing when a new cd is put in it. For example, I first put in my "FILES" CD to copy some of them over to my computer, then put "The Sims 2 Installation" CD in the drive and Windows Explorer still sees it as the "FILES" CD. The CD-RW refreshes fine. I could use that, I guess, but it runs a little slower. I know there is a hotfix for this but despite any way I word it on the microsoft site, I am unable to find it again.
