Fax console not installing

I am trying to install the fax service and it is not working. I go to add/remove windows components and click fax service and it goes through that process just fine. However, when I go to accessories/communications/fax it is showing empty. The fax console doesn't come up!

Then when you go back into add/remove components the fax service is not checked, as if it never installed.

Please help me!!!
