User Accounts option in Control Panel gone?!

Hi guys, I hope someone can help me with this problem...

When I starting using XP a few years ago, I had no problem opening the User Accounts option in Control Panel. I could change my username, change the display picture, create and delete new users. However, when i now try to open User Accounts, it doesn't open. It's like the link is dead. I've tried everything... I tried clicking on start, right clicking properties, clicked the display picture, username, everything. I even tried typing in the address in the address bar in Control Panel. Nothing works. It seems like it has just disappeared. I have absolutely no clue why this has happened.
I'm the administrator of my computer, so wouldn't I have the power to access User Accounts? I don't understand why I have this problem. And to make things worse, I put in a rather stupid Username and even more pathetic display picture as a joke a while ago. It never bothered me then, but now it seems like a much bigger problem since I can't even change it even if I wanted to. The thought of me being stuck with an idiotic username and display picture is really unnerving.
I want to think that it has something to do with me erasing my restore points to increase my disk space... or maybe some kind of spyware or something... but how could those things possibly affect the ability to access the User Account?

Any help would be GREATLY appreciated. Thanks.

The file needed to open the User Accounts applet is nusrmgr.cpl located in the Windows\System32 folder.

It may have gotten corrupted or misplaced or wandered off but you can extract a new one.

1. Go to Start>Run, type in "msconfig" (without the quotes), click OK.
2. On the General tab, click the "Expand File" button.
3. The "File to restore" is nusrmgr.cpl
4. "Restore From" either your Windows XP CD or the I386 folder on the harddrive (if it's there); either type in the path or use the "Browse To..." button
5. "Save file in" C:\Windows\System32 - either type in the path or use the "Browse To..." button
6. Click the expand button

See if the User Accounts applet will then open.

Thanks for your response. But I don't have the XP CD, nor do I have the I386 folder saved on my hard drive. Is there any other alternatives? Or am I just doomed?
Thanks.
