this is caused by radiowave interference created by all electronic parts. there are not too many options i could find when my onboard sound gave me the same bit. I tried different drivers, and different settings in the balance and fader, but none of that helped. I actually bought a soundcard , much like yours, to fix it.
what you can try is moving your sound card to a spot that is farther away (read: bottom pci slot) from the problem.

You could also try switching the volume bias from the PC volume setting to any external volume setting that you may have.

I have my PC rigged into a Denon amp, and I always have the master and direct sound volume sliders set about half way in Windows, and increase the external amp volume to get the level I require. (putting the load on the external amp rather than the soundcard internal amp)

This is because the volume hardware in a good amp (or a good set of powered speakers), is often better than what is on a soundcard, - when I had a similar problem to what you are experiencing, this definitely made things much better.
