XP reinstall issues

Hey guys, yesterday all my peripharals started having issues so I very calmly went to check Device manager... WHICH WAS COMPLETELY BLANK!!!! AAAARRRRGGG! I went and disabled and re-enabled the plug and play service (restarting each time) but to no avail. I then thought Id go the long route and uninstalled SP2, put in my XP home CD and attempted an "upgrade" i.e. to repair any issues. Great except that now the Xp setup hangs evertime I turn my PC on and I can do nothing about it!! Starting in safe mode doesn't even work. It just goes straight back to setup and hangs at 33 minutes!

PLEASE give some advice. At this stage Im even happy to re-install entirely but don't know how to.

Hi ... Okay lets go one step at a time , Do you know how to enter into the bios screen ? If so , Then you need to set your boot order to boot off your cd rom ... And are you using an upgrade version of xp disc , What type is it ? ( Retail , Upgrade or OEM )
