haveing problems with task manager

putting it simple it wont let me in to it everytime i try to open it by anyway it says theres a problem with it and asks me if i want to send a report ive ran norten anti virus and it still didnt fix it

Download xp_taskmgrenab.zip. Open the ZIP file and extract or run the EXE inside.

Click Open.
Double Click on XP Taskmgrenab.exe
Place Check For Enable Task Manager, Click Apply.
Restart Computer.
