History
My history setting is always at zero days.

When I go to tools>internet options> days to keep pages in history> and I apply a number and close.
When I return to check the setting it always goes back to zero.

Any suggestions.

Do you have a utility installed that is set to clear the history -and maybe temp files and cookies - on shut down?
