I think you're referring to the Taskbar (the one with the Start button on it).

If so, download Taskbar Repair Tool Plus!. After unzipping and installing it, run it and select "Taskbar is missing" in the drop-down list under "Taskbar Problem" in the left-hand pane and click the Repair button in the right-hand pane.

Yes sorry i am referring tot he taskbar. I downloaded that taskbar repair program you told me too and then tried running the repair, but a error came up. It said :

Run-time error '-2147024894(80070002)'

Automation Error
The system cannot find the file specified

If you know what this means can you please respond, it will eb greatly appreciated.

You need to run the System File Checker (SFC). This tool will screen for the presence all necessary operating system files in an uncorrupted [useable] state and will repair/replace any found to be missing or corrupted utilizing your system CD so get it out and keep it handy.
To run this tool: Start/Run/type "sfc /scannow" [less the quotation markers AND be sure a space precedes the forward slash], then click "OK".

Exclamation temporary solution

I had the same problem and I've found a way to solve it temporary. Press Ctrl+Alt+Del
Then close explorer (in the process tab). After go in the menu Files/execute then write “Explorer” and it will restart explorer which include the taskbar
Well it did for me

I wish it helped you
