pc reboots when firewall is turned on

i bought a second hand pc which is registered to an IT company, when i turn the firewall off and try to use the internet the pc crashes This is what it says by the way.... LSA shell (export version) error. it then proceeds to remove any of my control and states this " windows\system 32\ sass.exe terminated unexpectantly and reboots my machine 60 seconds after message. im at a loss. i know some worms did this but i dont understand why it is linked to firewall settings, the pc came with norton anti virus could this be a reason

As this is second hand get these free programes to check your system for problems. Norton may be corrupted

Install, see if you can update, if not run then anyway.
remove Norton It's not good to run 2 antivirus programes.
