How do I permit all users access to program?

XP Home. Four users, all with admin privileges. User #1 installs a program, and wouldn't mind if other people used it. (Say, a game that they could play as a new character, or a newsreader.) When User #2, 3 or 4 logs on, new program does not appear, and isn't available to them. In order to use program, others must log on as User #1. Is there some way to tell XP when installing, "Hey, let everyone see and use this program"?

I suspect all that has happened is that the installed program hasn't created a start menu shortcut or a desktop shortcut on the other users.

A simple way to fix this is to log into user #1 and then right click the start menu and click on 'open all users'. Once this is done, do the same but this time just click 'open'. On both directories go into programs and then copy the program folder shortcut that you want across to the 'all users'directory. Once you have done this log off and logon to another account and you should be able to access the installed program.
