"cpu quota" in xp?

I don't care how long it takes to finish the job; I just want to give my laptop's fan a break. Can any software running in xp setup a "cpu quota" for a particular process?

Hiya lplusplus
There is normally a setting in your Bios to set your processor speed. Setting it to work at a lower rate will give your fan (and ears) the relief they need
The trick is to know what you are changing. Mine was quite cryptic because i had to change a setting that stated "Adjust Processor speed to save battery power"
If you are not confident about changing settings in your Bios you should ask for help IMO.
Entering Bios:......Tap Esc repeatedly while starting your pc. This 'should' take you to your Bios screen.

Be careful what you change
