Program in Greek appears "chinese"

I have just downloaded a program in Greek which I desperately need to use. It contains forms and instructions that are all in Greek. Almost everything though appears as question marks and other odd signs -- in short, it's all "chinese" to me (as opposed to 'greek,' which is the desirable language). I'm running XP Pro English SP2 and Greek is installed under Regional and Language Options. I have had this problem in the past but didn't pay too much attention to it because programs weren't critical. I suspect an encoding problem but how do I coax the OS to read the Greek application? Any ideas will be deeply appreciated since I am in agony!!!

In the "Advanced" page of "regional and language optiopns", select "greek" in the dropdown box. Good luck!
