Temp files filling disk

Starting Jan 2 @ 1:32 pm some application began to write files to the directory Documents and Settings > ?username? > Local Settings > Temp.

The filenames have the format "wbkxxxx.tmp" where "xxxx" is a numeric alpha sequence ie: wbk901B.tmp. Most of the files are zero lenth but can range up to over 1.5 mb in size. Approximately 30 files a minute have been generated since Jan 2 2003 although I just discovered the problem when my disk became full.

When the disk became full other problems became manifest. The most notable is that MS office apps cam no longer open or save files. All of them give error mesages that the target file is in use by another user or the path is invalid. Outlook express will fetch the mail but will then hang.

How can I identify the cause of this?

I can't find anything on search engines, MS site or Symantec.
If you could supply a list of running tasks, that may provide a clue.

Update. I've isolated the offending program to Outlook Express.
Each time a message is viewed OE 2 .tmp files are written to the Temp directory 1 is 0 length and the other size varies depending on content. The files contain a copy of the mail messages I have viewed in OE. If a message is viewed more than once there is a tmp copy of the message plus the associated 0 length file for each instance the file is viewed.

Still no clue as to what started this behavior.
