verifying password in windows xp after login

hi,
i am developing a utility in windows xp (Using java)to view and change different settitngs of xp operating system. This utility can be accessed only through administrator login. For security issues i would like to include a password checkup whenever anybody uses this utility.
So when the utility begins the user will be prompted to enter a username and password of the local system account which has a administrator right and the program must check the password and allow access.
So how can i make the program compare the entered password with the actual windows password.

Isn't there any way to write a batch file which asks for username and password as input and checks the username and password with the local windows account and comments out the results.

i suggest u just simply get a program like folder guard, it lets u protect files, folders, whatever. get it from torrent or sumthin. it works pretty good, i use it
