It's not a floating panel (you can't drag it independently), it's called the 'Explorer Bar', and yours may be set to show folders or something else. Go to 'View', then 'Explorer Bar'. If any item is ticked on the Explorer Bar's sub-menu - untick it by clicking it. You should now see the default blue Explorer Bar

Yeah i understand that it is not a floating bar - that is my fault. But still, when i click on View', then 'Explorer Bar', and uncheck anything or everything, nothing happens..I mean, it shows the bars when i select them, something like bookmarks and search comes up. But when i uncheck these, the background goes off...in the sense that all my icons come on and occupy that space...any fix for that?? even a registry edit?

Open any folder and click Tools > Options and under Tasks tick Show common tasks in folders. I think that's what you're looking for.
