Windows is creating passwords for me...help

Okay here's the deal. My computer has three different user accounts, one has a password set, the other two don't. However, once one of the users logs off and the computer goes back into the login/choose user menu, all of sudden everyone has to have a password to login. And the one user who does have a password, his password is not right. So it's like the windows is creating passwords. The only way we can get around it is to restart, and then everything is fine until a user log offs, then they passwords come back.

Any ideas or suggestions?

And yes I have updated my virus software, and spyware software and ran them.
