Cannot stop xp computer

I have a desktop pc running xp upped to sp2 but lately the only way to shut it down is to hold the on/off button in. If i try the conventional shut down i get a sound like a windows error then the comp reboots again. I have tried a couple of my xp disks (genuine) to try to clear but its not happening.is it BIOS ????

At this stage i would try running sfc. sfc is a program that is built in to Windows, to try and repair damaged/corrupted system files.
Go to 'Start' and select 'Run'. Type sfc / scannow (note the space after sfc)
If it can, Windows will repair any damaged file/s

tried your suggestion but to no avail, I now think its the power supply auto sensing fell over, I shall get another, ( good excuse to buy a new case with led display for fan speed, cpu temp. etc. ) thanks again, will let you know how it goes.
