Recycle bin is completely in-operative

my Recycle bin is completely in-operative (Xp). Right clicking to show Properties reveals a light grey back ground with some radio buttons which cannot be activated or deactivated. The result is that all deleted files are automatically permanently removed, i.e. the Bin is always empty. There is a grey tinted tick in the "do not move files to the recycle bin ...."
How can I fix this problem, JOHN.

Hi sorry about that it seems as if when it loaded it left either a file out or something is locking it, you dont get any error messages.

Have you checked your av settings, a software like norton combines itself with the recycle bin, make sure that isn't controlling it

I have a similar problem.
If I send anything to the recycle bin it goes there fine, and I see the files when I open the bin, but without clicking anything the files are permenently deleted one at a time, but quickly, from the bin.
