I've seen systems run Dos without a problem, that wouldn't run windows. The result is similar to what you get. The culprit was the CPU.
Did you try setting the bios to defaults? The settings can get corrupted. Make sure the bios chip is firmly fitted. They can creep out of their sockets over time.
Reseating the memory, cards, PSU and HD connectors etc, and cleaning the card edge contacts? A pencil eraser is great for this.
Even the PSU may be the problem. Low or over voltage.
It's a case of substituting parts where possible and thorough inspection i'm afraid.
