limited user unable to access web till admin user has logged on

win xp home edition 5.1.2600 sp2
dell dimension 3000 - p4 2.8gGHz, 512mb

Have two users registered, one administrative, one limited. On boot, logon to limited user - it is unable to connect to web -
"The page cannot be displayed
The page you are looking for is currently unavailable. The Web site might be experiencing technical difficulties, or you may need to adjust your browser settings."

This can be resolved by switching to admin user, then back (either logoff or just switch) to limited. Web access then ok. Have also temporarily given admin priv to limited user - it is then able to access web.

. the limited user was connecting without problem after boot, not sure what changed. Auto updates win and mcafee are enabled.
. have a wireless network, with adsl. connection status looks fine whilst error occurs - unable to see any difference to connection when works.
