Stupid Cursor locator

I have had this problem for like 3 months now and can't turn it off. everytime i press ctrl, these circles appear, and its annoying. its like a special option to locate the cursor. I want his thing off!I have tryed everything, like control panel and keyboard, mouse, everything i could think of. HELP PLEASE!!!

Start > Control Panel (in classic mode) > Mouse > Pointer Options.

The option you'd like to disable (uncheck) is the bottom one.
