Angry Control Panel Problems

First, I'd like to say that this problem occured abruptly, and that I didn't install anything to cause this. Anyways, whenever I try to execute a Control Panel application (such as Display Properties, System Properties, Add/Remove Programs, etc.), I get the little arrow with the hourglass, then about 2 seconds later I just have an arrow, and the program doesn't execute. I looked in the process list and its not there either. Also, its not just the control panel itself that is the problem, because I can't get to the applications with other methods either. Like I can't get to the Date/Time utility by double-clicking the clock, can't get to the Display Properties by rightclicking the desktop and doing properties, and even can't get to System Properties by doing Windows+Pausebreak.

If anyone can help me I would greatly appreciate it.

P.S. I would also like to say that I tried System Restore, but when it comes back from it, it says something about No Changes Taking Place, and that the system could not be restored and to try another point. I've tried three points, and one of them was one I created. This was my last resort, so now I'm stuck.

i dont know man, tough break!

all i can think of is installing windows xp over the current installation. try it and if it doesnt work format and reinstall.

oh wait, no sorry, searched through microsofts knowledge base and found nothing, sorry

Whenever something whonkey like this happens out of the blue do a full system virus scan first, preferably on online one.
