Windows XP Home -Modem will not connect

Have reinstalled Windows XP Home over existing Win XP - all appears ok apart from the inability of Modem to see dialling tone and so no connectto Internet . Modem is an internal modem .
1. Have deleted Modem from Modem and Phone Icon
2. Have deleted Modem in Device Manager
3.Re booted computer , computer finds modem and asks for software to be installed , software subsequently installed and Modem Tested out on diagnostics and all is ok
4.DUN set up from New Connections and connect started . Message comes back cannot find dialling tone . Telephone Cable has been substituted to eliminate that .
5.When Modem Software installed the Modem indicates that it is connected to COM3 . Have tried changing the Com Ports to Com 1 and Com2 without any visable result .
Am I missing something simple here ? or have I got a major problem ?
Thanks for any helpyou can provide.

Why thank you so much, I have a lazy way of doing this. I use Mozill Firefox as my Browser and bookmark everything I find in a folder named Fixes, each time I add a new one I Export my Bookmarks to My documents and save them overwriting the old one.Saves on paper and they are so easy to find. Copy and Paste whenever I need them.
