Problem with IE

Hi everybody,

I'm using Windows XP Home. The problem is IE is always running. While viewing the
Task Manager -> Processes

I can see

IEXPLO~2.EXE all the time and it takes 12,000K memory usage even though I'm not using/running IE.

Is there any way to correct this problem? Otherwise how can i completly uninstall it and reinstall?

Also,

In my Programs-> Accessories in Start Menu, I couldn't find
Paint, Calculator programs. Automatically removed. And I couldn't place Volume Control Icon in taskbar.

If you have any idea, pls help me.

How can i uninstall and reinstall IE?

Went thru support.microsoft.com. Nothing useful?
