Power Option Properties

Is there a way to turn off the Power Option Properties for Display Options permanently for all profiles currently on a pc and any future users that may logon to this pc. The pc is an HP dc700s running Windows XP Pro. No power option in bios. This pc is used in manufacturing and goes to sleep on long jobs.

Select Always On for Power schemes, and Never for each dropdown.
Disable Hibernation.
Check for other proprietary (power) utilities installed by HP.
