Exclamation Windows display problem

I seem to have a little problem with my display settings... Whenever I go to the properties of the desktop, I only get the option to change my current theme. But I know that you can also change your backround, screensaver, and lots more. But thoes are not there. I get this display window:

Please help.

Not sure if this helps, but have you tried clicking on the red question mark on the tab,I don't have that on mine and it is correct. Give it a try.
