XP display properties

I'm a little confised with this... When I tryed to change my desktop display settings, (right-click -> Properties) all I had the option to change was the main theme. And there are no tabs at the top to change the backround, screensaver, ect. It's like they just disappeared. And I know I did have them at one point. Does anyone know a way to fix this? I don't just want a theme, I want to change the display settings seperatly.

Here is a picture of what my desktop display properties looks like:

As you can see, no other tabs at the top. Who knows how to fix this problem?

Hmmm... well I tryed that, and nothing seems to have changed. I'm wondering if it has something to do with a classic and normal style view. And another thing is I also want to change the style of the taskbar and window bar. (changing the colour to silver, olive, or classic blue) How can I do that?
