Advice need on Folder view settings

Under XP Pro I have set the folder view settings to details. Yet, everytime I relaunch Win Explorer, the default settings have returned. I think it's icons.
I have used the Apply to all folders tab on every occasion but it just won't remember the settings. Also, when I am in a particular directory and select Apply to all folder, it will only apply them to that particular directory I am currently in but not to ANY other part of explorer.
Very frustrating.
Does anyone have some advice?

Just how are you setting that? Is it through the control panel, selecting appearrance & themes, and then folder options? What type of user acct is this under one w/ admin privileges? Is it possible that the CPU has been set to make all users have a mandatory profile?
