I guess there's no option in control panel>useraccounts... because I can't see anything like that.

If you are in the Classic menus...go to start/settings/control panel/user accounts.
That should get you there.

Here are the options I see:

-Change my name
-Create a password
-Change my picture
-Change my account type
-Set up my account to use a .NET Passport

Hi!

It is very strange fact Some minutes ago I checked my start menu (which is Classic) and revealed that it hasn't this blue stripe too. I was interested in it and tried to switch Classic start menu to XP Start menu in Control Panel - Taskbar and Start menu. After it I returned to previous mode. And this stripe appeared (but I don't like it and unfortunately now I don't know, how to remove it. Well, my summary: try switching between different views, maybe it will help you but now I don't know what should I do

I think I figured it out. I can't see the blue thingy because I ticked "Show Small icons in Start menu".

Now, if you don't want to see that blue thing, just place a check on that option through, Taskbar and Start menu > Start Menu > Customize.
