XP crash need to reformat HDD

I had an XP OS crash. I need to reformat my hard disk. Dose the XP upgrade CD have a reformat capability so that I can reformat my hard drive? I looked on the CD and couldn't find a "Format" command. I do have a Win98 Boot disk which, I think, has a Format command on it. Will that work to reformat my HDD for XP?

Please advise as soon as possible. I need to do this as soon as I can.

I've not done this, but it is my understanding that the upgrade disk will load just like the full version. So just boot to the disk and when you get to reinstall windows, just delete the partition and create a new one and it will format it for you. You just have to choose what file system to use.
