tabs not appearing properly

When I open any sort of options sections in XP, certain parts of them are appearing like Windows 2000, plus cedrtain tabs are missing, and sometimes all of them. 2 examples:

1) If I go to display properties, none of the tabs at the top are visible and the "ok" and "cancel" buttons look like Win 2000 style

2) When I double-click on my network connection icon (system tray), when the properties box opens all buttons are in widows 2000 style.

This is really pissing me off. I have tried to change the appearance back to classic style, then back to xp again but this hasn't worked.

Please help.

this is the whole point of my post. My theme is already xp, but as I said in my original post, certain bits are appearing like clasic style. It's really annoying the hell out of me.
