NEED HELP URGENTLY!!!!!!! please

my computer kinda crashed or something
then i reinstalled windows
now i have a new account
but in documents and settings my old account files are still there
they are password protected so i cant get into then
HOW DO I GET THIS FIXED
i just want my old account back with all my files in it
the files are there i just cant get to them

i didnt think i was ever goin to get it back

i also have another problem
when i scroll down on my browser its all jumpy and slow
its like it has a delay
its the same with videos and visualizations in media player
they go all blury and lines ripple down the screen as it plays/moves
i defraged it and did a disc clean up but it didnt help much
WHAT DO I DO???????

update: my programs are running slower than before i reinstalled windows aswell and whenever i move a window around its jumpy and slow
the percentage of fragmented files is only at %6
its just running slow
how do i fix it and get it back to normal??

You need to update your graphics driver, or reinstall the driver.
