Shutdown problem- "Windows is currently working with a file"

We periodically get the error "Windows is currently working with a file" on several machines in this office, when trying to log out or shutdown. The machine has to be powered down to clear it. Haven't been able to isolate what triggers this yet.
We use XP, sans SP1.
We have Symantec anti-virus corporate 8 loaded, and believe this to be a factor in the problem.
Any one else seen this?

hmmm, maybe network file sharing issues. Perhaps your computers are sharing system files with one another.

I'll look into that possibility. I'm not aware that any system files are being shared, but we do have file sharing enabled between some PCs. This is used very infrequently though, so I'm skeptical other users are accessing any files when this error appears. File sharing is enabled mainly to share printers here. I'll try and disable file sharing next time it appears, maybe that will provide a clue.
