Lightbulb Mo - How disable right-clicking and dragging and dropping in the desktop

I place my icons in specific positions but people have a habit of changing them or deleting them.
How do you disable right-clicking and dragging and dropping in the desktop???? or even lock the desktop and only allow them to be run or doubl-clicked?????????

Please Help ME!!!!

That's one of the reasons XP allows people to have separate user accounts --- so each user can set up the Desktop just the way they want it --- different icons and icon positions, different background etc. So I would give the account you're using now a password that only you know, then setup a new account for everyone else to use without a password. Don't get carried away with this user accounts feature --- two/three user accounts is okay but more than that and system resources will suffer, not to mention the confusion of having two many accounts.

What I meant by "people" is that the computer is for public use.......
We don't want the icons to be deleted or changed. and maintain the positions
