Angry Access denied to GPEDIT (Group Policy)

I am a local administrator of a machine but when i try to acccess gpedit.msc on my computer it tells me "access denied"... i think i somehow locked myself out. can someone tell me how to unlock gpedit.msc for administrators? i am running xp pro service pack 2 Thank you.
