Windows XP Corporate - Links Bar in IE gone?

I just got Windows XP corporate edition. When putting everything the way I like it, I noticed there is still a toolbar called "links" but the word "links" is missing and it's not acting the same at all. EVERYTHING from my favorites folder is going in my links bar

Anyone know anything about this one? I use my links bar all the time and find it very useful but now it's just the folders from the favorites list that's there.

If I put all my links in then put other things in favorites, it puts THEM there, too. What's going on????
