cant open add/remove programs

hi..i'm using windows xp with sp2..it has been working fine for almost a year and just yesterday, i'm having this problem where i cant open the add/remove programs from control panel..when i double click on it, nothing loads..this is the same for the security center, the firewall, set program access and defaults and the wireless network setup wizard..i've tried opening through the file names as well through cmd but nothing loads..can someone plz help? thanks.
